Complain to ISPs Hosting Sites that Sell SpamWare or E-mail Address Lists
Most spammers are not technically competent. They purchase special software to do their spamming (SpamWare), which takes care of creating forged headers, using Open Relays, etc. They purchase lists of E-mail addresses and they purchase lists of current Open Relays to abuse.
Since most spammers could never locate these resources themselves, the people that sell to them need to be your targets as well. Most of these products are sold over the web.
Most responsible ISPs disallow the sale of Spam support services, including SpamWare and address lists, from sites on their network. Some don't. If you discover a site selling Spam support services, send a complaint to their ISP. Point out that these sites facilitate spammers and are a large reason the problem of Spam still exists.
Many of these services are themselves advertised via Spam, which is the most likely way you'll become aware of them. SpamHaus.org also tracks these Spam support operations. Check out this site if you want to know who's really responsible for the Spam problem on the Internet.
